If you’re new to the Canadian immigration process, especially Express Entry (EE) and Provincial Nominee Programs (PNPs), you’ve probably noticed how confusing and overwhelming it can get. Each province has its own rules, eligibility requirements, and separate websites — not to mention updates that change from time to time.
So, to make things a little easier, I’ve put together this detailed summary of eligibility requirements for all Express Entry–linked PNP streams. Hopefully, it helps you understand the basics and points you in the right direction for your research.
What is the Express Entry Provincial Nominee Program (PNP)?
Most Canadian provinces and territories can nominate skilled immigrants through their Provincial Nominee Program (PNP). Since January 1, 2015, many provinces have linked their programs to Canada’s Express Entry system — creating specific “Express Entry PNP” streams.
These streams allow provinces to pick candidates who have the skills, education, and work experience needed locally. If you’re nominated by a province through one of these Express Entry PNPs, you’ll receive an extra 600 CRS points, which almost guarantees you an Invitation to Apply (ITA) in the next draw.

Alberta Immigrant Nominee Program (AINP)
Alberta doesn’t currently have a dedicated Express Entry–only stream. However, there are non–Express Entry PNP streams under the Alberta Immigrant Nominee Program (AINP):
Manitoba Provincial Nominee Program (MPNP)
Manitoba has three PNP streams but none dedicated exclusively to Express Entry. However, applicants under the Skilled Workers Stream may later be considered for Express Entry nomination.
You must also meet the eligibility requirements of one Express Entry program (FSW, CEC, or FSTP).
Manitoba has two main pathways under its Skilled Workers stream:
1️⃣ Skilled Workers in Manitoba
For those working in Manitoba as a temporary foreign worker or international graduate, with a permanent job offer from a Manitoba employer.

2️⃣ Skilled Workers Overseas
For qualified workers outside Canada who can demonstrate a strong connection to Manitoba (through family, friends, past study/work, or invitation).
Applicants must score at least 60 points based on age, English proficiency, education, work experience, and adaptability.

- Score minimum 60 points on the SINP grid.
- Have education comparable to Canadian standards.
- Work experience in an in-demand occupation (NOC 0, A, or B).
- Show proof of settlement funds.

Ontario offers two Express Entry–linked streams:
- Human Capital Priorities Stream
- Must have EE profile + Job Seeker code.
- CLB 7+ in English/French.
- At least a bachelor’s degree or equivalent ECA.
- Proof of funds.
- CRS score over 400.
- Strong intent to live in Ontario.
- French-Speaking Skilled Worker Stream
- CLB 7 in French, CLB 6 in English.
- EE profile + Job Seeker code.
- Proof of funds + intent to settle in Ontario.
